appropriations which have been made for the Typhoon Refuge and for the Second Section of the Tytam Tuk Waterworks.
HONGKONG.
Buildings.
Dealing in the first place with buildings already under construction, I have to explain that the excess on the original estimate for the New Stores for the Public Works Department is due to allowance having been made in that estimate for the re-
-covery under an arrangement which was arrived at in 1901 of
$17,000 from the owners of certain Marine Lots on Praya East in consideration of the surrender to them of the area occupied by
the existing Stores. The transaction cannot however be completed
until the Praya East Reclamation Scheme matures. The excess of
$1,500 on the original estimate for the Temporary Building for
the Survey Staff is caused by the provision of a small fire-proof
room for the storage of plans, the building itself being construct-
-ed of timber. The provision for item 15 (a) has been increased
from $3,500 to £7,000 owing to extension in the accommodation and
to the decision to construct the closet below ground and the
estimate for 15 (b) from 21,500 to 83,000 owing to the selection
of a more suitable site which will involve the raising of the
level of the ground and a greater length of drain. The preparation
of complete plans for item (c) has shown the necessity for in-
-creasing the original estimate by $1,000. The sum appropriated
last year for the Low Power Wireless Station has been re- 338 -appropriated. You have already sanctioned the inclusion of pro- 26004 -vision for items 9, 11, and 13. A sum of $15,000 is inserted for
the construction of further class-rooms at Saiyingpun School. This
school was erected in 1891 as a one-storied building containing 3 class rooms capable of accommodating 120 pupils. A second storey was added in 1908 increasing the number of class-rooms by 5 and providing total accommodation for 320 pupils. To meet the continuous demand for admission to this school it is now proposed
